Salla in Kuwait: The COD Gap Every Store Hits (And How to Set Up Delivery Properly)
Salla is a genuinely good storefront, and thousands of Kuwait merchants run on it. But Salla is built in Saudi Arabia, for Saudi Arabia first — and there is one gap that catches every Kuwait store eventually.
Salla's built-in cash-on-delivery does not work in Kuwait.
That is not a criticism of Salla, and it is not a bug. It is a documented geographic limitation. But in a market where COD is the dominant payment method, it changes how you have to set up delivery — and most Kuwait merchants only discover it after launch.
What Salla's documentation actually says
Salla offers COD through its own shipping-label system. On the help page for that feature, Salla states plainly:
“This feature is currently available only for stores operating within the Kingdom of Saudi Arabia.”
So the COD option that appears at checkout when a customer picks a Salla-integrated shipping company is a Saudi-market feature. A Kuwait store does not get it.
To be clear about what you are not missing: Salla does support shipping to and within Kuwait, and Salla's carrier partnerships cover the Gulf. The storefront, catalogue, checkout and order management all work. It is specifically the native COD-via-shipping-label flow that is Saudi-only.
What Saudi stores get, for comparison
It is worth knowing what the feature does, because it tells you exactly what you need to replicate:
- COD appears as a checkout payment method automatically when the customer selects a supporting carrier.
- Supported carriers include Aramex, J&T Express, AyMakan, SMSA, RedBox and Shipa.
- Orders are capped at SAR 1,000, with a minimum cart value of SAR 20.
- Carrier COD fees apply per shipment — SMSA, for example, charges SAR 8.00 plus 2% of transaction value.
- Collected cash is transferred to the merchant on Sundays and Wednesdays.
Two things stand out. First, even in Saudi Arabia this is a capped, fee-bearing service on a fixed payout schedule. Second, every one of those carriers is a Saudi network. Kuwait was never in scope.
What this means for a Kuwait Salla store
You need a COD and delivery layer that sits alongside Salla rather than inside it. Concretely, you need four things Salla will not give you natively in Kuwait:
- COD as a checkout option that your customers can actually select.
- A Kuwait carrier (or several) that will collect cash on your behalf.
- Order data flowing out of Salla to whoever is doing the delivering, without someone retyping it.
- Reconciliation — matching collected cash back to specific Salla orders, so you know what has been paid and what has not.
Point four is where Kuwait stores lose money quietly. Cash gets collected, a lump sum arrives, and nobody can say with confidence which orders it covers. The three ways Kuwait Salla merchants handle this
1. Manual dispatch
Export orders, message a driver, collect cash at the end of the day. It works at ten orders a week and collapses at fifty. There is no tracking for the customer, no proof of delivery, and reconciliation is someone's memory.
2. One direct carrier account
Sign with a single Kuwait delivery company and hand them orders. Better — you get tracking and a statement. But you are exposed to one carrier's capacity, one carrier's coverage gaps, and one carrier's bad days. If they cannot cover Jahra on a Thursday, neither can you.
3. A multi-carrier delivery layer
Connect Salla once to a platform that routes each order to whichever Kuwait-licensed carrier suits that order, collects COD, and reconciles it back per shipment. One integration, one statement, no single point of failure.

What a proper Salla delivery integration should do
Whatever you choose, hold it to this standard:
- Orders sync automatically. A paid Salla order should create a shipment without anyone opening a spreadsheet.
- Status flows back into Salla. Your order screen should show what is actually happening, so support does not need a second system.
- Labels print in bulk. Per-order label printing is a hidden tax on your afternoon.
- Proof of delivery is captured. Photo, signature, timestamp — this is what settles a “never arrived” dispute.
- COD reconciles per shipment. Not a monthly lump sum. Per order, matched against the Salla order total.
- Arabic notifications. Your customers read the tracking message, not your dashboard.
Where the new delivery law fits
One thing that is not a problem for you: Kuwait's Ministerial Decision 109/2026, which caps platform commissions at 17% and delivery fees at 1 KD, regulates intermediary platforms that broker orders between merchants and consumers and take a cut.
A Salla store selling its own products to its own customers is not an intermediary platform. You are the merchant. The caps govern what marketplaces may charge you; they do not impose a licensing obligation on your own store. This is worth knowing because it is a real argument for running your own Salla store rather than depending on a marketplace: the commission ceiling that now applies to aggregators does not cap what they were charging you before, and your own storefront was never exposed to it.
Setup checklist
- Confirm your Salla store's country and currency settings are set to Kuwait and KWD.
- Accept that native Salla COD is unavailable — plan the payment method around an external delivery layer.
- Choose your delivery approach based on current weekly order volume, not aspirational volume.
- Connect order sync so shipments are created automatically from paid Salla orders.
- Test the full loop on a real order: place, dispatch, track, deliver, collect, reconcile.
- Check that tracking notifications reach the customer in Arabic.
- Confirm your COD statement lists individual order references, not just a total.
